İKMİB Chairman Adil Pelister: "Lead Registrants Under KKDİK Should Be Determined Before Year-End"

The "Procedures and Principles for Implementation of the KKDİK (Registration, Evaluation, Authorization and Restriction of Chemicals) Regulation," prepared by the Ministry of Environment, Urbanization and Climate Change to facilitate and accelerate the application of the KKDİK Regulation, came into force as of 12 August 2025.

Adil Pelister, Chairman of the Board of Directors of the Istanbul Chemical Substances and Products Exporters Association (İKMİB), emphasized that the process has accelerated with the entry into force of the procedures and principles in the KKDİK Regulation, which ensures the safe management of chemical substances, and stated:

"Pre-registration (MBDF) information must be submitted to the Ministry by 31 October 2025, and lead companies must be identified by year-end."

The Importance of KKDİK and the Need for Compliance
Pelister noted that compliance with KKDİK is critical for the development of our country, securing foreign investment, and increasing our competitive strength within the framework of the customs union.

"In Turkey, all companies producing or importing chemical substances of 1 tonne or more per year fall under the scope of this regulation. Many sectors are affected, including chemistry, plastics, automotive, textiles, and paints and coatings. A product registered under KKDİK provides a major advantage in the market."

Pelister, noting that the Procedures and Principles have provided clarity for sector actors in their planning, programming and budgeting, added:

"For the announced timeline and lead company identification processes to be effectively realized, the Chemical Registration System (KKS) must be operationalized urgently. Companies failing to fulfill their obligations may face serious penalties."

Important Dates

• 31 October 2025: Pre-registration (MBDF) information to be submitted to the Ministry.
• 31 December 2025: Lead company identification process to be completed.

Pelister noted that companies lacking sufficient Chemical Assessment Specialist (KDU) personnel may require consulting services and emphasized that İKMİB provides support:
